William Devine was born in Killeshandra, Co. Cavan, Ireland. A Barman by occupation, he attested for the 9th Lancers at Liverpool on 6 June 1890, aged 18 years, 3 months. He served with the unit in South Africa, August 1896-March 1898 and was then transferred to the Army Reserve. Devine was recalled to the Army in November 1899 and served in the Boer War, February 1900-May 1901 and was discharged having completed his service on 10 July 1902. With copied service papers and roll extracts.
