Charles Arthur Berkeley Beatty was born on 26 July 1862 in Poona, Bombay Presidency, the son of Thomas Beatty, Assistant Surgeon. He was for some time a scholar in Devon, England before he returned to India, joining the Indian Police Service on 23 February 1883. Beatty served in a number of districts within the Bombay Presidency, initially as a Probationer and Assistant Superintendent of Police. Variously serving at Kanara, Belgaum, Poona, Panch Mahals, Ahmedabad, Ratnagiri, Kolaba and Bombay, he was promoted 5th Grade Superintendent of Police, Kanara, in April 1891, and 4th Grade District Superintendent, based at the Poona Station, in November 1895. He was granted furlough in June 1896 and, returning to duties one year later, he continued to enjoy steady advancement, reaching the position of 1st Grade District Superintendent of Police based at the Ahmedabad Station on 22 October 1911.

In 1914 Beatty was awarded the K.P.M. and the following year was advanced to 1st Grade Deputy Inspector-General of Police (Southern Range). He died, while on furlough, at Cheltenham, Gloucestershire, on 15 December 1915.
