James Bailey was born in Dundee on 27 July 1880 and joined the Royal Navy as a Stoker Second Class on 3 May 1899. His first service afloat was aboard H.M.S. Goliath, with which ship he took part in the China War. After service with a number of other ships and stations, Bailey joined H.M.S. Hyacinth in March 1909, serving aboard this ship until June 1911, seeing service off Somaliland and in the Persian Gulf. Advanced Stoker First Class, he served during the Great War in H.M.S. Penelope from December 1914 to May 1916, and in H.M.S. Royal Oak from July 1916 to August 1918, before being shore pensioned in February 1919.
