William Henry Manning was born in 1868 and educated at Cambridge and Sandhurst. He entered the Army in 1886 as a Lieutenant in the 2nd battalion South Wales Borderers but transferred to the Indian Army in 1888. He served in the Second Burmese War where he was wounded and in the later Samana and Hazara Expeditions. He then served in Central Africa and Rhodesia 1894-98, was promoted Captain in 1897, brevet Major in 1898 and brevet Lieutenant-Colonel in 1899. He was Deputy Commissioner and Consul for British Central Africa in 1897 and Commissioner and Consul 1898-1901. He raised and commanded the Central African Regiment. He then served in the Somaliland Campaign 1902-04, commanding the Somaliland Field Force, during which time he received the brevet of Colonel and was created a C.B. and K.C.M.G. In later years he was Inspector-General of the King’s African Rifles 1901-07, Governor and Commander-in-Chief of the Nyasaland Protectorate 1910-13, being granted the honorary rank of Brigadier-General in 1913, Governor of Jamaica 1913-18 and Governor of Ceylon 1918-25. He was awarded the K.B.E. in 1918 and G.C.M.G. in 1921. He was also in receipt of the Japanese Order of the Rising Sun 1st Class. Brigadier-General Manning died in 1932.
