Percy Tregellis was born in Hastings, Sussex, on 16 December 1875. He was employed as a houseboy before joining the Royal Navy, entering the service as a Boy 2nd Class aboard H.M.S. ST VINCENT on 15 September 1891 when aged 15 years. He was advanced to Boy 1st Class on 24 November 1892 and served in this rate aboard INVINCIBLE (March 1893) and RALEIGH (April 1893). In the latter ship he was advanced to Ordinary Seaman on 16 December 1893 and to Able Seaman on 26 January 1895. He next served in this rate aboard VICTORY I (February 1895), EXCELLENT (April 1895), VERNON (October 1895), ROYAL OAK (January 1896), and PRINCE GEORGE (November 1896). In the latter ship he was advanced to Leading Seaman on 2 April 1899. He next joined EXCELLENT (June 1899) where he was advanced to Petty Officer 2nd Class on 2 December 1900, and served in this rate aboard VERNON (February 1901), EXCELLENT (March 1901), DUKE OF WELLINGTON (April 1901) and BEAGLE (May 1901). Service in the latter vessel off the South African coast during 1901 and 1902 earned him a Queen's South Africa Medal without clasp. On advancement to Petty Officer 1st Class on 21 October 1901 he served aboard EXCELLENT (September 1902), VERNON (May 1903), and returned to EXCELLENT (October 1903).

Promoted to Acting Gunner (Warrant Officer) on 29 October 1903, his next appointments were VIRAGO (January 1905), LEVIATHAN (April 1907) 'For Instructional Duties', EXCELLENT (August 1909) 'For Duty with Tenders', and GANGES (March 1911) ‘For Instructional Duties’ at the Boy Training Establishment. He was lent for four years service to the Royal Australian Navy aboard ENCOUNTER (September 1912), returned to the Royal Navy in 1917 and was appointed to BOXER (February 1917), and GLORY (November 1917). Whilst in the latter ship he was promoted to Chief Gunner on 13 September 1918 and in 1919 he was promoted to Commissioned Gunner with the same seniority date. He was next appointed to HERMIONE (September 1919). He was lent to the Royal New Zealand Navy in 1920 and appointed to PHILOMEL (August 1920). In the latter ship he was promoted to Lieutenant on 12 August 1922, and served next aboard FISGARD (September 1924) prior to retiring in 1927. He was promoted on the Retired List to Lieutenant Commander on 12 August 1930, and died circa 1937-8.
