Richard Bulton was born in Fairford, Gloucestershire. A Labourer by occupation, he attested for service in th Devonshire Regiment at Exeter on 11 October 1890, aged 18 years, 2 months. With the 1st Battalion he served in Egypt, January 1891-December 1892 and India, December 1892-December 1898. He was transferred to the Army Reserve on 20 December 1898. Recalled to Army Service on 7 October 1899, he served with the 1st Battalion Devonshire Regiment in South Africa, October 1899-September 1902. He was finally discharged on 5 October 1902.
