John Oscar Osborne was born in Portsmouth, Hampshire in May 1851. He joined the Royal Navy as a Ship’s Steward’s Assistant in January 1872, and advanced to Ship’s Steward 1st Class in September 1882. Service included with H.M.S. Monarch, December 1886 - May 1890 (awarded L.S. & G.C. in May 1888). Osborne was Shore Pensioned in August 1899.
