Frederick Hills was born at Kingston, Portsmouth, Hampshire on 9 July 1852, and joined the Metropolitan Police at Great Scotland Yard on 3 January 1876. He served first with ‘C’ Division from that date, before transferring to the Portsmouth Division on 6 April 1880. He returned to London, this time with ‘M’ (Southwark) Division, on 15 December 1881, and served for a further 19 years, before retiring to pension on 17 February 1901, after 25 years and 46 days’ service.
Richard Thomas Blacklocks Carpenter joined the Metropolitan Police on 7 January 1889. He served first with ‘G’ Division, before transferring to the Woolwich Division on 14 May 1890, and then to ‘P’ Division on 16 May 1891. He resigned ot pension on 12 January 1914, and died in Greenwich on 10 January 1917.
