Charles Bennett Waters was born in Great Marlow, Buckinghamshire in January 1878. He joined the Royal Navy as a Boy 2nd Class in July 1893, and advanced to Able Seaman in December 1896. Waters served with H.M.S. Fox, April 1896 - July 1899, and advanced to Petty Officer 2nd Class in September 1904. Subsequent service included with H.M.S. Queen Mary, 4 September 1913 - 12 September 1914, and H.M.S. Vivid I, 13 September 1914 - 7 October 1914. Waters was ‘Invalided’ on the latter date.
