William Hammond was born in Ramsgate, Kent, on 19 June 1843, and joined the Royal Navy as a Boy 2nd Class on 11 May 1859. Posted to H.M.S. Rosario on 1 February 1862, he was advanced Able Seaman on 3 May 1863. He transferred to H.M.S. Druid on 28 December 1871, and was promoted Petty Officer 2nd Class on 1 April 1873. He transferred to H.M. Coastguard on 21 September 1874, and his final posting was as Commissioned Boatman at Sandwich, from 1 November 1883. He was shore pensioned on 24 October 1885.
