Joseph Henry Rickard Kerswell was born in Stepney on 3 April 1878. Living at 44 Archway Street, Barnes and formerly employed by the Post Office in Putney and in the Royal Navy, he was appointed a Constable in the Metropolitan Police on 2 January 1889, being attached to the ‘C.O.’ Division - Commissioner’s Office. Dismissed from the force on 6 September 1904. With copied service papers.

Francis Edward Bradley was born in Westminster on 1 November 1869. He joined the Metropolitan Police on 27 February 1888 and attained the rank of Chief Inspector, employed at ‘C.O.’ Division.

A note with the medals to Maidment suggests he served in the Commissioner’s Office Division.
