Harry Edward Haines was born in Chelsea, London on 18 March 1876. A Fitter & Turner by occupation he entered the Royal Navy as an Acting Engine Room Artificer 4th Class on 30 March 1897, being confirmed in that rank in October 1898. He was promoted to E.R.A. 3rd Class in April 1900 on Royal Oak; E.R.A. 2nd Class in October 1904 when at Pembroke II; C.E.R.A. 2nd Class in October 1907 on Blenheim and C.E.R.A. 1st Class in October 1912 on Challenger. During the Great War he served on the old battleship Vengeance, January 1913-July 1915 and December 1915-March 1917 and then the light cruiser Ceres, June 1917-February 1919. For his services on the latter ship he was awarded the Meritorious Service Medal. Haines was demobilised on 25 May 1919.
