James Basley was born in Winchester, Hampshire. A Blacksmith by occupation and a member of the 3rd Battalion Hampshire Regiment, he attested for full time service with the Hampshire Regiment at Winchester on 5 October 1889. aged 18 years. With the 1st Battalion he served in India, March 1892-November 1897 and was discharged as a Corporal to the Army Reserve in November 1897. Recalled to the Army in December 1899, he was promoted to Serjeant in January 1902 and served in South Africa, January 1900-July 1902. He was discharged on 14 July 1902 having completed his period of engagement. With copied service papers.
