The artist castigates the clumsy position taken by the Kaiser in 1895 when he favoured the views of Russia in the Chinese-Japanese conflict. Bismarck is questioning a quack doctor, Eisenbarth, about the Kaiser; Eisenbarth tells him that the Kaiser is “not made but Berliner”
