By the terms of the Peace of Paris in March 1856, Russia had to cede its protectorate over Moldavia and Wallachia and recognize their far-reaching sovereignty as well as free navigation in the Danube estuaries. A European Danube Commission was established at that time, headquartered at Soulina, an important river and sea port. Engineering work on the Danube branches enabled sea-going vessels to enter the Danube and thus make the river usable for international trade
