William Woolgar was born in Woolwich, Kent, on 28 January 1841 and entered the Royal Navy as an Acting Engine Room Artificer aboard H.M.S. BELLEROPHON on 17 May 1868. He subsequently served aboard SERAPIS (1870-73) where he was advanced to E.R.A. in May 1871, HERCULES (1875-77), VERNON (1877-79), FLY (1880-81) where he was advanced to Chief E.R.A. on 1 January 1881, and MOSQUITO (June 1881 to November 1882), ALEXANDRA (1882-85) and EXCELLENT (1886-88). He was pensioned to shore on 18 May 1888. The loss of one Good Conduct Badge in February 1872 denied him the recommendation for hisL.S. & G.C. medal.
