Isaac Moorman was born on 30 November 1831. He joined the service in February 1849 aboard H.M.S. VICTORY, and went to sea aboard TERRIBLE as a Clerk's Assistant on 27 November 1849, and was made an Unpassed Clerk aboard her on 14 December 1851. On being paid off from TERRIBLE, he served as a Supplementary Officer aboard FISGARD from 14 October 1852 until joining SIDON on 29 November 1852. On 13 December 1854 he successfully passed his examination for Paymaster, becoming a Passed Clerk and placed on List 3 in SIDON's Muster Book. He served aboard her until July 1856, earning the Crimea medal with Sebastopol clasp.

Whilst aboard WATERLOO he became a Secretary's Clerk during December 1858, and was promoted to Assistant Paymaster on 1 March 1859 whilst aboard QUEEN CHARLOTTE. He subsequently served aboard FORMIDABLE (1860-63) and was promoted to Paymaster with seniority 5 August 1864, and then served aboard ARGUS (1865-68), in which ship he earned the Abyssinia medal. He next served aboard THETIS (1873-77), LORD WARDEN (1878-81). Whilst aboard EURYALUS (1 January 1882 to 22 May 1884) he earned the dated Egypt medal and, subsequently, the clasp for Suakin 1884. He next joined HERCULES (1885-88) where he received promotion to Fleet Paymaster on 17 February 1886, and then WILDFIRE (1889-91). He retired at his own request with the rank of Paymaster in Chief on 4 September 1891, and died on 10 May 1917.
