Rawcliffe Bank is a ridge in the North York Moors, meaning this note probably originates from somewhere in that area. It doesn’t appear to have an overt political message and may well be just a joke. Regardless, it is one of the few skit notes that survives in any number, perhaps because of the amusing engraving.
