Robert Cecil Hodgson was born on 14 February 1876. After training at the Royal Indian Engineers College he joined the Public Works Department on 1 October 1900 and served in Bengal as an Assistant Engineer 3rd Class. On loan to the Education Department in Bengal, he was a Professor in the C.E. College at Sibpur from 14 June 1901. As Assistant Engineer 2nd Class, he was placed under the orders of the Political Officer in Sikkim from 9 February to 31 October 1903, and was in charge of the Darjeeling Division from 6 October to 6 November 1904 - for which services he was awarded the Tibet Medal 1903-04. He was appointed Assistant Engineer 1st Class in September 1906 and Executive Engineer in October 1908. During the wartime years he was employed as Superintending Engineer of the Eastern Circle (Dacca). Post-war, he was Chief Engineer and Secretary of the Public Works Department, Bengal, 1925-26 and Chief Engineer, P.W.D. (Roads and Buildings) from 1928. He retired in September 1929.
