Richard Hills was born in Romney, Kent, in January 1842. He joined the Royal Navy as Ordinary Seaman 2nd Class in November 1861, and advanced to Captain of the Hold in January 1871. His service included H.M.S. Repulse from January 1873 to June 1877. Hills was shore pensioned in February 1882.
