Richard Kelly was born at Kilmacow, Kilkenny, Ireland, on 26 April 1901. He witnessed extensive inter-war service with the Royal Navy and was awarded his L.S. & G.C. Medal on 17 May 1934, but his promising career came to a premature end on 4 October 1939 when he was invalided from the service in consequence of a cerebral aneurism.
