Frank Sidney George Webb was born in Ipswich, Suffolk, on 11 September 1902, and served during the latter stages of the Great War in the Mercantile Marine, as an apprentice with the Elder Dempster Line, Liverpool. He obtained his Masters Certificate in 1929, and subsequently joined the London Fire Brigade in 1932 (the Elder Dempster Line having been wound-up around this time). He served during the Second World War as a Company Officer at HQ A.R.P. Section, and was appointed Officer-in-Charge at Streatham on 1 August 1948. He retired on medical grounds on 25 March 1955.
