John Graham Phillips served wit hthe Palestine Police before being appointed a Revenue Officer in the Inland Revenue Department and Inspector of Licences ands Taxes, Kenya, on 1 April 1950. He also served as an Inspector of Police First Class (Reserve) in the Kenya Police, and was advanced Chief Cashier of the Inland Revenue Department on 1 June 1956, and Registrar of Motor Vehicles from 1 July 1961.
