Nelson Hector Neal was born in Long Crendon, Buckinghamshire, on 11 August 1905, and entered naval service as a Stoker Second Class on 12 November 1923. He spent a significant period of his service in submarines, and was awarded his Long Service and Good Conduct Medal on 21 November 1938. He was shore pensioned on 30 January 1946
