Charles William Hubbard was born in Crostwight, Norfolk in March 1885. He joined the Royal Navy as a Stoker 2nd Class in October 1904, and advanced to Chief Stoker in January 1922. Hubbard served with H.M.S. Laforey (destroyer), 28 October 1914 - 24 May 1915, during which time she was present at the battles of Dogger Bank and Noordhinder Bank. He subsequently served with H.M.S. Havelock (monitor) in the Dardanelles, and with H.M.S. Lightfoot (flotilla leader), November 1916 - July 1918, during which time she served as escort for the monitors involved in the First Ostend Raid (23/24 April 1918).

Hubbard was Shore Pensioned in October 1926 (awarded L.S. & G.C. in November 1919).
