Philip Henry Elliott Conway was born in Plymouth on 21 February 1894 and joined the Royal Navy as a Boy 2nd Class on 11 March 1910. He served during the Great War in a variety of ships and shore based establishments, and was advanced Chief Petty Officer Steward on 11 July 1924. Shore Pensioned on 20 February 1934, he was recalled for Second War service, and was Mentioned in Despatches for his services in H.M.S. Caradoc.
