James Thomas Ernest Handley was born in York in November 1896 and entered the Royal Navy as an Engine Room Artificer 4th Class in March 1918. Having seen service in H.M.S. Gunner from July of the same year until September 1919, he remained a regular and was advanced to Engine Room Artificer 1st Class in August 1926. Handley was awarded his L.S. & G.C. in the early 1930s while serving in the cruiser Dragon.
