Cecil Ernest Gladstone was born in 1847, the son of the Revd. John Eddowes Gladstone. He entered the Bengal Civil Service after an open examination in 1867, and arrived in India in November 1869, where he served in turn as an Assistant Collector and Magistrate, Assistant Commissioner, Officiating Deputy Commissioner and Officiating Judicial Assistant. He was on special duty in Delhi at the Imperial Assemblage in December 1876, and again in the foreign department of the Government of India in February 1877. After serving in a variety of places, mainly in the Punjab, Gladstone was transferred to Burma in September 1886, as a Deputy Commissioner, 2nd Grade, taking some part in the operations then under way. He subsequently officiated as Commissioner, Southern Division, in April 1889, and was promoted a Deputy Commissioner, 1st Grade, in May 1889. He was re-transferred to the Punjab in December 1889, and then served at Gujrat and at Umballa. Gladstone retired from the Civil Service in September 1894, and died at Fauvie, Jersey, on 24 November 1913, aged 65.
