James Richard Silverton was born in London on 16 July 1876, and joined the Royal Navy as a Boy Second Class on 14 September 1892. Advanced Able Seaman on 1 July 1895, and Leading Seaman on 22 July 1898, he joined H.M.S. Goliath on 22 March 1900. He was advanced Petty Officer First Class on 23 November 1908, and served during the Great War in H.M.S. Marmora, being awarded his Long Service and Good Conduct Medal on 23 February 1915. He was shore pensioned on 6 October 1919.
