John Bartholomew Wroughton was born in February 1874 and was educated at Eton. Originally a Second Lieutenant in the Royal Buckinghamshire Militia, he transferred to the Royal Sussex Regiment in December 1893, and served with the 2nd Battalion in India between 1897-98. Promoted Lieutenant in January 1896, and Captain in June 1900, he saw active service in South Africa with the 1st Battalion, participating in the actions near Johannesburg, Diamond Hill, and Wittebergen between May and July of the same year, in addition to other operations in the Cape Colony. Latterly he was attached to the Army Service Corps with an Infantry Brigade.

Advanced Major in 1911, Wrougton served during the Great War as a Deputy Assistant Adjutant and Quartermaster General with the British Expeditionary Force on the Western Front from 16 August 1914. A succession of senior Staff appointments followed, including those of Assistant Adjutant General to the 2nd Army in 1915, and to General Headquarters in 1916. Promoted to temporary Brigadier-General in 1917, he was latterly Deputy Adjutant General to the British Forces on the Western Front. For his services during the Great War he was seven times Mentioned in Despatches (London Gazettes 8 October 1914, 31 May 1915, 30 April 1916, 13 November 1916, 9 April 1917, 7 November 1917, and 8 November 1918), was four times decorated by the Allies, and was created a Companion of both the Order of the Bath and the Order of St. Michael and St. George. He next served as Deputy Adjutant General in Ireland, and was finally placed on the Retired List in January 1923. He died in March 1940.
