John Dummer was born in Dover, Kent, on 27 December 1874, and joined the Royal Navy as a Boy Second Class on 22 March 1890. He was advanced Ordinary Seaman on 27 December 1892, and served in the cruiser H.M.S. Raleigh during the Gambia campaign in the operations against Chief Fodi Silah, 23 February to 13 March 1894. He was promoted Able Seaman on 1 April 1894, and was advanced Chief Petty Officer on 11 October 1911. He was awarded his Long Service and Good Conduct Medal on 13 January 1912, and served during the Great War in the destroyer H.M.S. Leonidas, from the outbreak of War to 2 May 1917, and was present at the battle of Heligoland Bight on 28 August 1914, and the battle of Dogger Bank on 24 January 1915. He subsequently served in the destroyer H.M.S. Springbok during operations off the Belgian coast in 1917. He was demobilised on 20 June 1919.
