Joseph Webb was born at Longborough, near Moreton-in-Marsh, Worcestershire in January 1878. He attested for the Worcestershire Regiment at Redditch in December 1894. Webb served with the 2nd Battalion, and formed part of the Mounted Infantry Company (comprising of 4 officers and 140 other ranks) which served during the Second Boer War. Upon arrival in South Africa the Company became part of the 5th Volunteer Mounted Infantry Battalion.

Webb returned to the UK, and transferred to the Army Reserve in December 1902. He was discharged, 23 December 1906, and resided at Bourton-on-the Hill, Gloucestershire. Webb was subsequently employed as a Platelayer with the Great Western Railway.
