Lionel Phillips was born in Bombay, India, on 25 June 1880, and was educated at the United Services College, Cheltenham. He was commissioned Second Lieutenant in the Durham Light Infantry on 21 February 1900, and was promoted Lieutenant on 25 June 1901. He joined the Indian Army on 28 June 1905, and served with the 63rd Palamcottah Light Infantry, being advanced Captain on 21 February 1909. He served during the Great War in British, German and Portuguese East Africa, Nyasaland, and Northern Rhodesia, was promoted Major on 1 September 1915, and was appointed a Staff Captain in the East Africa Force on 29 December 1916.

Appointed acting Lieutenant Colonel on 8 September 1918, Phillips served throughout the Arab Rebellion in Mesopotamia and Iraq 1919-20, and, transferring to the 83rd Wallajahbad Light Infantry, saw further action in the Malabar campaign 1921-22. Promoted Lieutenant-Colonel on 24 April 1924, his final appointment was as Commandant of the 10th Battalion, 8th Punjab Regiment, from 15 June 1928 until his retirement on 24 June 1929.
