Robert David Brown was born in Edinburgh, Scotland in August 1884. He joined the Royal Navy as Boy 2nd Class in August 1902. Brown advanced to Able Seaman in May 1904, and served with the armed launch Muzbee in the Persian Gulf operations of 1911 - in addition to himself, one Lieutenant, one Gunner, eight R.N. ratings and 15 Indian ratings from Muzbee received the “Persian Gulf” clasp, the second rarest ship for this distinction.

Brown served with cruiser H.M.S. Cochrane, October 1913 - November 1918, during which time she was present at the Battle of Jutland, and was later based in Murmansk during the Russian Intervention.
