Cecil Horace Chester was born in Swindon, Wiltshire. He joined the Royal Navy as a Boy 2nd Class in June 1892, and advanced to Able Seaman in July 1895, and to Leading Seaman in June 1898. Chester served with H.M.S. Harrier, March 1901 - April 1904. He advanced to Petty Officer 1st Class in July 1906, and his service during the Great War included with the battleship H.M.S. Caesar, September 1913 - April 1918.
