William Dougan was born in co. Armagh in 1865 and joined the Royal Irish Constabulary on 4 August 1886. He served with Meath Police from 18 December 1886, Cavan Police from 29 May 1888, and Londonderry Police on 6 September 1890. He was promoted Sergeant on 1 July 1909, and was pensioned on 13 October 1920.
