Allan Charles Brown was born in Cowes, Isle of Wight, on 16 January 1892 and joined the Royal Navy as an Acting Engine Room Artificer 4th Class on 6 December 1915. Advanced Engine Room Artificer 1st Class on 6 December 1927, he was awarded his Long Service and Good Conduct Medal on 15 December 1930.
