Herbert James Moulton was born in London on 10 August 1896, the son of Constable James Moulton, City of London Police, and was educated at Sir John Cass’s Foundation, London. He attested for the 2nd County of London Yeomanry on 18 June 1915, and served during the Great War in the Egyptian theatre of War from 18 May 1916. Demobilised on 27 July 1919, he joined the City of London Police on 24 October 1919, and was promoted Sergeant in ‘A’ Division on 19 February 1925; Sub-Inspector in ‘D’ Division on 16 May 1929; and Inspector in ‘D’ Division on 16 October 1930. After a spell at Headquarters from 28 July 1933 to 6 August 1936, he was promoted to Chief Inspector in ‘D’ Division on the latter date, and was awarded the 1937 Coronation Medal. He retired on 20 July 1944, and died in Epsom, Surrey, on 5 October 1964.
