Pechell Haslett was born at Moville, County Donegal, on 15 June 1849, and was appointed Lieutenant, from the Cadet Company, Royal Engineers, on 7 July 1869; Captain, 7 July 1881; Major, 1 April 1888; Lieutenant-Colonel, 1 March 1895; Brevet Colonel, 1 March 1899.

He served in the Jowaki Expedition 1878 with the force under the command of Brigadier-General C. C. G. Ross, C.B. - was in charge of the Field Telegraphs during the operations. Served in the Afghan Campaign 1878-79, commanded the 4th Field Telegraph Company, Bengal Sappers and Miners, attached to Head Quarters. Present at the action of Takht-a-Pul. Served during second phase of campaign 1880, as Assistant Field Engineer, North Afghan Field Force, under Sir D. Stewart and Maj.-General F. Hills, V.C., present at the battle of Ahmed Khel.
