William Charles Brignall was born in Salisbury, Wiltshire, and attested for the Royal West Surrey Regiment at Guildford in December 1891. He served with the 1st Battalion, in India, January 1895 - January 1904. Brignall was discharged, 5 February 1904, having served 12 years and 51 days with the Colours.
