Victor Keir Blackley was born in Derby on 15 February 1909, and enlisted in the Royal Air Force on 2 September 1924. Advanced to Sergeant on 1 December 1938, he served during the Second World War at the Middle East Depot, and then with various Officer Training Units. Awarded his Royal Air Force Long Service and Good Conduct Medal on 2 September 1942, he was Mentioned in Despatches in June 1944, and advanced to his final rank of Warrant Officer Instructor Fitter shortly before his discharge on 12 July 1950. He died in Stafford on 10 November 1963.
