Robert Charles Follett was born in 1872, the son of Edward Way Follett of Bighton Manor, Alresford, Hampshire and was educated at Ochkam Grammar School, Kingsley, Hampshire. He was employed as an Inspector under the Aliens Act. During the Great War he was Adjutant to the City of Kingston--upon-Hull Special Constabulary Force. For his work in connection with Belgian war refugees he was awarded the Academic Palms of the Belgian Order of the Crown.
