74 ‘Perak’ clasps to H.M.S. Hart.

William Winsborough was born in 1856 at Tiverton, Devon and entered the Royal Navy as a Boy 2nd Class in April 1872 aboard H.M.S.
Implacable. He attained the rank of Petty Officer in 1882 and the following year transferred to the Coast Guard as a Boatman. In 1890 he was promoted to Commissioned Boatman and was Pensioned in 1897.
