Cecil Arthur Brown was born on 4 May 1882, and first commissioned on 8 May 1901. He was acting in command of the 1st Punjab Regiment (late 82nd Punjabis) from September 1918 to October 1919, and Lieutenant-Colonel in command of 5/1st Punjab Regiment from January 1926. He spoke Persian, Pashtu and Punjabi, and was qualified in rifle, machine-gun and equitation.
