William Strong was born on 31 March 1867 in Eastney, Portsmouth, and joined the Royal Navy as a Domestic 3rd Class at H.M.S. EXCELLENT on 14 November 1885. He advanced to Domestic 2nd Class on 10 February 1888 but transferred to the Engineering Department as a Stoker 2nd Class whilst aboard ASIA on 6 October 1890. He served aboard MARATHON in China from August to December 1900, being advanced to Acting Chief Stoker on 6 October 1900 and confirmed in this rate on 6 October 1901. He was pensioned ashore on 22 November 1907, having received the L.S. & G.C. medal in 1901 whilst serving aboard MARATHON. He joined the R.F.R. at Portsmouth on 19 September 1908 and was mobilised on 2 April 1916 aboard H.M.S. VIVID II but was demobilised on 3 April 1916, being over the age of 50 years, and does not appear to have qualified for the British War Medal.
