Frederick Mitchell was born on 25 February 1869 in Birmingham, Warwickshire, where he earned his living as a baker. He joined the service as a Boy 2nd Class aboard H.M.S. IMPREGNABLE on 8 April 1884. He qualified as a Diver in 1897, and served ashore with the Naval Brigade from DORIS in South Africa. He was pensioned ashore on 22 October 1908 with 20 years adult service and having been sentenced to cells on eight different occasions, and with character assessments of ‘fair’ and ‘good’ on nine occasions he was never a contender for the award of a Long Service & Good Conduct Medal. He joined the Royal Fleet Reserve in Devonport on 23 October 1908 but according to his service record was never called up for War service.
