George Emes was born on 13 May 1874 in Southsea, Hampshire, and joined the service direct from school as a Boy 2nd Class aboard H.M.S. ST VINCENT on 19 February 1890, aged 15 years. He was advanced to Boy 1st Class on 19 February 1891 and on joining PHAETON (August 1891) was advanced to Ordinary Seaman on 13 May 1893 and to Able Seaman on 18 October 1892. He subsequently served aboard VICTORY (August 1893), EXCELLENT (October 1893), VERNON (April 1904), VICTORY I (March 1895), SANS PAREIL (May 1895), VICTORY I (September 1895), and SCOUT (October 1895). In the latter ship he took part in the operations in the Sudan in 1896 and received the Khedive's Sudan Medal without clasp. Whilst in SCOUT he was advanced to Leading Seaman on 22 June 1897 and to Petty Officer 2nd Class on 1 April 1898.

In the rate of Leading Seaman he joined VERNON (December 1898) and was advanced to Petty Officer 1st Class on 29 January 1900 and subsequently served aboard EXCELLENT (April 1900), VERNON (June 1900), PEMBROKE (November 1900), FEARLESS (November 1901), BLENHEIM (March 1904), FIRE QUEEN (January 1905), VICTORY I (April 1905), PEMBROKE (May 1905), VICTORY II (July 1905), and HECLA (July 1906). During service in the latter vessel he was awarded his L.S. & G.C. medal in May 1907. He served next aboard BLENHEIM (May 1908), HECLA (September 1908), and BLENHEIM (January 1909) becoming Acting Chief Petty Officer on 1 May 1910 and confirmed in the rate on 14 December 1911, whilst aboard VERNON. He served next aboard CORMORANT (October 1912) and returned to VERNON (March 1914) being pensioned ashore on 21 May 1914 with 21 years adult service. He joined the Royal Fleet Reserve at Portsmouth on 22 May 1914 and was mobilised on 2 August 1914 aboard VERNON, transferring to GRAFTON on 29 August 1914. He served in this shore establishment until promoted to Acting Gunner on 7 September 1915 and appointed to VERNON 'For Torpedo Duties', where he continued to serve until demobilised in 1919.
