Edward Pengelly was born in Hooe, Devon, on 10 February 1860, and joined the Royal Navy as a Stoker 2nd Class aboard H.M.S. INDUS on 18 October 1880. He next served aboard HIMALAYA (November 1880), was advanced to Stoker 1st Class on 1 March 1881, and served in this rank aboard the following ships: INDUS (March 1881), WARRIOR (May 1881), INDUS (July 1881), THALIA (January 1882), BOADICEA (April 1882), FLORA (June 1885), and INDUS (September 1886). Advanced to Leading Stoker on 25 October 1887, he subsequently served aboard AGINCOURT (December 1887), ANSON (May 1889), INDUS (January 1891), and RACOON (April 1891). Advanced to Leading Stoker 1st Class on 1 April 1893, he next served aboard VIVID II (July 1894) being advanced to Acting Chief Stoker on 13 October 1894. He joined COLOSSUS in December 1894 and was confirmed as a Chief Stoker on 21 October 1895. He served as a Chief Stoker aboard VIVID II (September 1896), MELPOMENE (October 1896), and WIDGEON (November 1896) and whilst serving in the latter ship took part in the operations against Chief Overami of Benin between February and May 1897. He served next aboard VIVID II (June 1897), FLORA (January 1898) and VIVID II (October 1900). He was pensioned ashore on 21 January 1901 having completed 20 years adult service, but was not entitled to the L.S. & G.C. medal.
