James Barrett was born in Polpero, Cornwall, on 3 January 1868, and was a farm labourer before joining the Royal Navy. He entered the service as a Stoker 2nd Class aboard H.M.S. INDUS on 23 January 1890, aged 22 years. He joined CAMBRIDGE (March 1891), and advanced to Stoker on 1 August 1891, subsequently serving aboard: VIVID II (March 1892), BLANCHE (March 1894), and BARROSA (August 1894). During service in this ship he took part in the operations against King Koko in February 1895 and received the East and West Africa Medal with clasp ‘Brass River 1895’. He next joined PENELOPE (May 1895), VIVID II (May 1897), COLLINGWOOD (October 1897), CAMPERDOWN (October 1900), and VIVID II (August 1904). He was invalided to shore medically unfit on 5 August 1904, and did not qualify for a Long Service & Good Conduct medal not having served 15 years.
