Albert Palmer was born on 5 April 1873 in Westminster, London, and worked as a bricklayer's labourer prior to enlisting in the Royal Marines on 5 May 1891. Following training at the Walmer Recruit Depot he was posted as a Private to the Portsmouth Division on 19 December 1891. He embarked on his first ship H.M.S. SPARROW on 8 October 1892, and whilst in this vessel took part in the Pumani & Jongeni Expeditions in August 1893. He transferred to PENELOPE on 6 December 1893 and to the S.S. JELUNGA (on passage) on 9 December 1893. He returned to Portsmouth Division Depot on 9 January 1894 and was invalided ashore in June 1894. He did not qualify for the L.S. & G.C. medal.
